color: rgb(255, 0, 0);"&gt;When it comes to heart health, there is one fat that won't work against you -- fish oil&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;br /&gt;&lt;div style="text-align: justify;"&gt;While most of us need more fish in our diets, heart experts recommend that people at risk for or with coronary artery disease should consume about one gram of fish oil per day. That's the same amount in three ounces of wild salmon (farmed fish may have less heart-healthy fats than wild).&lt;br /&gt;Healthy people should aim for &lt;span style="font-weight: bold;"&gt;500 milligrams a day&lt;/span&gt;, according to &lt;span style="font-weight: bold;"&gt;Dr. James O'Keefe,&lt;/span&gt; a cardiologist with the Mid-America Heart Institute in Bethesda, Maryland.&lt;br /&gt;Research suggests that omega-3 fatty acids, found in fish and fish oil as well as some plant foods, can decrease the likelihood of &lt;span style="font-weight: bold;"&gt;cardiovascular disease.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Eating at least one fish meal a week was associated with a 52 percent &lt;/span&gt;reduction of risk for sudden cardiac death, according to a &lt;span style="font-weight: bold;"&gt;1998 study of over 20,000 U.S. male physicians.&lt;/span&gt; Specifically, it can help prevent arrhythmias, lower triglycerides (a type of fat in the blood), slow down the buildup of plaque in the arteries, and slightly lower&lt;span style="font-weight: bold;"&gt; blood pressure.&lt;/span&gt;&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;br /&gt;&lt;div style="text-align: center;"&gt;&lt;a onblur="try {parent.deselectBloggerImageGracefully();} catch(e) {}" href="http://1.bp.blogspot.com/_yhVZgcCgO14/SuE0EQUQk9I/AAAAAAAAB8o/8dFlYkQ7ihE/s1600-h/fish.jpg"&gt;&lt;img style="margin: 0px auto 10px; display: block; text-align: center; cursor: pointer; width: 292px; height: 219px;" src="http://1.bp.blogspot.com/_yhVZgcCgO14/SuE0EQUQk9I/AAAAAAAAB8o/8dFlYkQ7ihE/s320/fish.jpg" alt="" id="BLOGGER_PHOTO_ID_5395651076270625746" border="0" /&gt;&lt;/a&gt;&lt;span style="color: rgb(255, 0, 0);font-size:85%;" &gt;&lt;span style="font-weight: bold;"&gt;Experts recommend eating fresh fish at least once a week&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Nutritionists recommend&lt;/span&gt; taking a food-based approach to fish oil before turning to capsule supplements, because fish is also a good source of protein and other nutrients.&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Joyce Baber,&lt;/span&gt; 54, from New Egypt, New Jersey, is trying to do just that to help lower her high cholesterol, 233 (LDL, 174; HDL, 59) and slightly elevated blood pressure.&lt;br /&gt;"My doctor recommended omega-3," she says. &lt;span style="font-weight: bold;"&gt;"My LDL should be 130 or less and my HDL &lt;/span&gt;should be closer to 100." Patients with high cholesterol patients who consumed EPA, an omega-3 fatty acid, daily showed a 19 percent decrease in non-fatal coronary events, including heart attack, according to a 2007 Japanese study of over 18,000 people.&lt;br /&gt;How much fish should you eat?&lt;br /&gt;&lt;br /&gt;People with a history of &lt;span style="font-weight: bold;"&gt;cardiovascular disease&lt;/span&gt; should include fatty fish, such as mackerel, trout, herring, sardines, albacore tuna, and salmon, in their diet two to three times per week. Those without a history of heart disease are advised to eat fish at least one to two times per week. Health.com: &lt;span style="font-weight: bold;"&gt;Five fab fish dishes&lt;/span&gt;&lt;br /&gt;Pregnant women should consume two fatty fish meals a week, while avoiding shark, tile fish, king mackerel and swordfish, which may contain some environmental contaminants such as mercury, &lt;span style="font-weight: bold;"&gt;according to the FDA.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Eat with your mind as well as your mouth&lt;/span&gt;, and pay close to attention to how the fish is prepared. Fried fish and fish from fast food restaurants do not offer the same heart health benefits as baked and broiled fish. Omega-&lt;span style="font-weight: bold;"&gt;3-enriched eggs &lt;/span&gt;are also available in supermarkets.&lt;br /&gt;Fish versus fish supplements&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;While the American Heart Association recommends &lt;/span&gt;oily fish as the preferred source of omega-3 fatty acids, supplements are a convenient source for people who don't like fish or are unable to consume the advised dosage. Side effects from the supplements are uncommon, but some report a fishy aftertaste, nausea, bloating and belching. (Try storing the supplements in the freezer to minimize the taste.) Health.com: Supplements for cholesterol: What works?&lt;br /&gt;Baber admits she has not started taking the fish oil capsules, which her doctor recommended, because she has a hard time swallowing them.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;"I am not good at swallowing large pills and I'm looking for ones that are a reasonable size. &lt;/span&gt;I also have acid reflux and I know there are possible GI side effects. But I will give this a try because I would like to avoid taking a statin drug, if possible."&lt;br /&gt;Rene Colwell, 50, of New York, says "fish burps" turned her off to supplements after her 2006 heart attack, but she tries to take at least half of the four capsules her doctor recommended.&lt;br /&gt;"&lt;span style="font-weight: bold;"&gt;Research actually supports combination therapy of omega-3 supplements and medication for people at risk for heart disease," says Dr. O'Keefe. &lt;/span&gt;Fish oil and statins are a safe and effective way to improve cardiovascular health -- more so than the use of statins alone, he says. This is part one of a three part series showing different aspects of life inside Colombia's drug gangs.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;MEDELLIN, Colombia (CNN) &lt;/span&gt;-- A young man with tattoos covering one arm rolls hundreds of marijuana joints in the half-light of a shack, perched on a hillside in a Medellin slum.&lt;br /&gt;A 9mm pistol and a .38 revolver lie on his work bench. An old battery-powered radio blares out the salsa music classic, "Todo Tiene Su Final" or "Everything Comes To An End."&lt;br /&gt;"I'm getting calluses on my tongue rolling all these spliffs," he laughs, telling me has enough marijuana for about 1,000 joints. He and his comrades plan to sell them for about 50 cents apiece.&lt;br /&gt;&lt;br /&gt;A few doors away, two other gang members have raided their mother's kitchen for soup plates, drinking glasses and a blender.&lt;br /&gt;They've just taken delivery of a kilogram (2.2 pound) brick of pure cocaine. Their job now is to cut it and package it in gram bags to peddle on street corners they control.&lt;br /&gt;A female gang member shows up with two more bags, one containing powdered caffeine and the other lidocaine, a dental anesthetic used to dilute the pure cocaine.&lt;br /&gt;They mix business with pleasure. Every now and again one of the gang members pulls off the top of the blender and breathes in a cloud of pulverized cocaine.&lt;br /&gt;One of them coughs and keels over in the kitchen. His cohorts call him "Chief."&lt;br /&gt;He tells me they'll sell the heavily cut cocaine for $1.50 a gram. Higher purity powder goes for about $4 a gram. That's much cheaper than the $50 or $60 a heavily cut gram costs on most U.S. and European streets, according to estimates from the U.S. Drug Enforcement Administration.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;I&lt;span style="font-weight: bold;"&gt; agree to conceal Chief's true&lt;/span&gt; identity to protect him from the police and rival gangs. As we chat, he dismantles a small caliber pistol.&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;"Around h&lt;/span&gt;ere the only law is the rules of the street," he explains. "The rules don't change; they always will be the rules, here or anywhere else."&lt;br /&gt;A trusted source, who made the introduction for me, tells me Chief is a "total animal living on borrowed time," who has earned so many enemies he cannot risk stepping outside the few hundred square yards of his home turf.&lt;br /&gt;"I'm only human, of course I get afraid," he says. "Afraid my life will end suddenly before I can do anything to get out of this war."&lt;br /&gt;Since the time when undisputed cocaine king Pablo Escobar held sway here, the "northeastern commune" district has forged a fearsome reputation as a recruiting ground for drug cartel hit men and violent gang wars.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;div style="text-align: center;"&gt;&lt;a onblur="try {parent.deselectBloggerImageGracefully();} catch(e) {}" href="http://2.bp.blogspot.com/_yhVZgcCgO14/StQ2ANgDGxI/AAAAAAAAB2Q/d9XMR9ROMwo/s1600-h/joints.jpg"&gt;&lt;img style="margin: 0px auto 10px; display: block; text-align: center; cursor: pointer; width: 292px; height: 219px;" src="http://2.bp.blogspot.com/_yhVZgcCgO14/StQ2ANgDGxI/AAAAAAAAB2Q/d9XMR9ROMwo/s320/joints.jpg" alt="" id="BLOGGER_PHOTO_ID_5391994031121308434" border="0" /&gt;&lt;/a&gt;&lt;span style="font-weight: bold;font-size:85%;" &gt;Thousands of marijuana joints are prepared by the gang who will sell them for as little as 50 cents each&lt;/span&gt;&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Medellin is once again in the grip of a vicious drug war.&lt;/span&gt; In January to September this year, city authorities say the murder rate has more than doubled with almost 2,000 killings.&lt;br /&gt;Officials at the Medellin public prosecutor's offices say the vast majority of victims were shot, likely victims of rival drug gangs and cocaine capos.&lt;br /&gt;That makes Medellin as dangerous as Ciudad Juarez, the frontier town dubbed Mexico's most dangerous city as a result of the ongoing cartel war there. Authorities in Juarez say killings are up from last year and are hitting record highs.&lt;br /&gt;Colombian authorities estimate there are around 130 street gangs -- known as "combos" -- in Medellin, totaling some 6,000 members. Their only real loyalty is to the money that drug capos dole out to hire a gang's services.&lt;br /&gt;Capos will supply them with drugs to retail on street corners and occasionally issue them weapons to take on rival gangs loyal to another crime boss.&lt;br /&gt;Until earlier this year, Medellin's drug underworld was ruled by the so-called "Office of Envigado," named after a district of the Medellin metropolitan area. The "office" was a syndicate of the top cocaine bosses who agreed on the basic rules of doing business in the area. Some senior members were arrested, some of those already in jail were extradited and others cut cooperation deals with U.S. authorities. That left the lower ranks fighting to fill the power vacuum.&lt;br /&gt;It's an internal battle that is still raging.&lt;br /&gt;&lt;br /&gt;"The ones fueling this war are the ones from the other side. They've fed up Medellin," Chief says. "They're from Medellin but they're traitors."&lt;br /&gt;"They want to get control of all Medellin so they're shooting up one gang then another. They're getting paid to fight. These are wars between the big capos and we're paying the price out here on the streets," he adds.&lt;br /&gt;&lt;br /&gt;Chief and his allies have stopped rivals intruding on their turf by strictly enforcing what they call "street rules." A day before our meeting, Chief says he helped bury one of his friends who had been gunned down when he ventured into the heart of Medellin with a girlfriend.&lt;br /&gt;"I couldn't even bear to take a look inside the coffin," he began explaining. "We don't really know who did it. But it was that crack head girlfriend who persuaded him to go down there. So we killed the bitch.&lt;br /&gt;"You see that's street rules. You have to answer for our friend and the only way you can do that is pay with your life," he says.&lt;br /&gt;&lt;div style="text-align: center;"&gt;&lt;div style="text-align: justify;"&gt;Chief shies away from questions about which cartel boss is bankrolling his gang. But clearly somebody has been supplying them with guns. He mumbles to his boss that a local man has been beating up his wife. Chief authorizes his underling to go and thrash the accused man with a pool cue.&lt;br /&gt;"I don't think we need cameras for this one please," he requests.&lt;br /&gt;As I get ready to leave I have one last question for Chief: I want to know if he ever had any dreams.&lt;br /&gt;&lt;br /&gt;"I've tried to get out of this but it's never quite worked out," he says. "I'd like to sail away in a sailboat. The earlier quake Wednesday was 7.6 magnitude.&lt;br /&gt;&lt;br /&gt; &lt;span style="font-weight: bold;"&gt;At least 529 people &lt;/span&gt;were dead and more than 500 were injured, said Tugiyo Bisri, spokesman for the Indonesian Social Affairs Ministry's Crisis Center said Thursday. The worst hit was the West Sumatra capital of Padang, &lt;span style="font-weight: bold;"&gt;where 376 people perished&lt;/span&gt;, he said.&lt;br /&gt;&lt;br /&gt; Officials had little information on those who were missing and feared the death toll would climb into the thousands. Rustam Pakaya, the head of the Ministry of Health's crisis center said that thousands of people may be trapped by collapsed buildings and houses.&lt;br /&gt;&lt;br /&gt; Officials were expecting casualties to surpass those of the massive Yogyakarta earthquake three years ago, given the intensity and the spread of the damage this week. The second temblor Thursday only magnified the scope of the disaster.&lt;br /&gt; The second quake was on a smaller scale than the first, said meteorology official Fauzi, who uses only one name. Some expressed concern for relatives and friends in Padang.&lt;br /&gt;"Dear God, please send down your angels to hug and protect my grandpa in Padang," said one Twitter post.&lt;br /&gt;The Web site for one of Indonesia's main newspapers, The Jakarta Globe, crashed for a while, partly as a result of the heavy traffic from people trying to find out about the quake, the paper said in a Twitter post.&lt;br /&gt;Aid agencies kicked into gear to help those in need.&lt;br /&gt;"We had aid ready because this area of Indonesia is susceptible to this type of tragedy," said Jane Cocking, humanitarian director for Oxfam. "Communications with the quake-zone are difficult and we are hoping for the best but having to plan for the worst."&lt;br /&gt;The Pacific Tsunami Warning Center of the National Oceanic and Atmospheric Administration (NOAA) issued a tsunami watch for Indonesia, India, Thailand and Malaysia, but canceled it soon after.&lt;br /&gt;&lt;br /&gt;The quake did generate a tsunami just under one foot high, the Pacific Tsunami Warning Center said.&lt;br /&gt;On Tuesday, a magnitude 8.0 quake-triggered tsunami killed at least 111 people in the Samoan islands and Tonga. There had been a reverse sweep early in his innings but he'd taken few risks until he lofted a wide ball from Ishant Sharma, who bowled poorly, straight to Sachin Tendulkar at long off.&lt;br /&gt;Ponting was more classical, if slower to score his 65 runs, until he was caught short by a magnificent direct hit from the deep from Gautam Gambhir. Until that moment, Ponting had looked set for a century as he settled into a rhythm with quick singles and the odd cracking cut or drive, as well as one brilliant, high lofted drive for six off a good-length Praveen Kumar delivery.&lt;br /&gt;Ponting was the anchor, combining in an 88-run stand with Hussey and an 84-run partnership with Paine, while India's bowlers battled to make inroads into the top order. Those papers were released Thursday.&lt;br /&gt;Katherine Jackson was granted custody of her son's three children soon after Jackson's June 25 death. He was 57.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;div style="text-align: justify;"&gt;"Patrick Swayze passed away peacefully today with family at his side after facing the challenges of his illness for the last 20 months," his publicist, Annett Wolf, said in a statement Monday evening. Swayze died in Los Angeles, Wolf said, but she declined to give further details.&lt;br /&gt;Fans of the actor were saddened to learn in March 2008 that Swayze was suffering from a particularly deadly form of cancer. He kept working despite the diagnosis, putting together a memoir with his wife and shooting "The Beast," an A&amp;amp;E drama series for which he had already made the pilot.&lt;br /&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;Swayze said he opted not to use painkilling drugs while making "The Beast" because they would have taken the edge off his performance. The show drew a respectable 1.3 million viewers when the 13 episodes ran in 2009, but A&amp;amp;E said it had reluctantly decided not to renew it for a second season.&lt;br /&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;When he first went public with the illness, some reports gave him only weeks to live, but his doctor said his situation was "considerably more optimistic" than that. Swayze acknowledged that time might be running out given the grim nature of the disease.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;div style="text-align: justify;"&gt;"I'd say five years is pretty wishful thinking," Swayze told ABC's Barbara Walters in early 2009. "Two years seems likely if you're going to believe statistics. He starred as a murdered man trying to communicate with his fiancee (Moore) -- with great frustration and longing -- through a psychic played by Whoopi Goldberg.&lt;br /&gt;&lt;br /&gt;Swayze said at the time that he fought for the role of Sam Wheat (director Jerry Zucker wanted Kevin Kline) but once he went in for an audition and read six scenes, he got it.&lt;br /&gt;Why did he want the part so badly? "It made me cry four or five times," he said of Bruce Joel Rubin's Oscar-winning script in an AP interview.&lt;br /&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;"Ghost" provided yet another indelible musical moment: Swayze and Moore sensually molding pottery together to the strains of the Righteous Brothers' "Unchained Melody." knew being ultra-aggressive was the only way of going about this huge chase, and they counterattacked every time a wicket was lost. &lt;a href="http://www.cricinfo.com/ci/content/current/player/49363.html" target="_new"&gt;Thilina Kandamby&lt;/a&gt;, batting at No. 7, almost pulled off a heist against &lt;st1:country-region st="on"&gt;&lt;st1:place st="on"&gt;India&lt;/st1:place&gt;&lt;/st1:country-region&gt; for &lt;a href="http://www.cricinfo.com/slvind2009/content/story/388528.html" target="_new"&gt;the second time&lt;/a&gt; in his short career, but the loss of early wickets had left him with too much to do. &lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;  &lt;p style="text-align: justify;" class="news-body"&gt;Don't go by the 46-run margin. &lt;st1:country-region st="on"&gt;&lt;st1:place st="on"&gt;India&lt;/st1:place&gt;&lt;/st1:country-region&gt;'s fielders and fast bowlers were rattled during the frenetic chase. It was their spinners, &lt;a href="http://www.cricinfo.com/ci/content/current/player/29264.html" target="_new"&gt;Harbhajan Singh&lt;/a&gt;, Suresh Raina and Yuvraj Singh, who saved them the embarrassment. They took critical wickets at critical points and Raina's dismissal of Chamara Kapugedera in the 43rd over, with 68 runs and the batting Powerplay to go, proved to be the decisive blow. A pumped-up Harbhajan then finished off what he started, dismissing the last three batsmen in a hurry. He had earlier taken two wickets in the eighth and 10th over of the innings to rein in an explosive start to the chase. &lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;  &lt;p style="text-align: justify;" class="news-body"&gt;When Harbhajan came on for his first spell, Tillakaratne Dilshan and Sanath Jayasuriya had jolted the Indian team out of a dream afternoon. Sixty runs were scored in seven overs and all three fast bowlers were clueless. Harbhajan's first over was a masterpiece. With a slip and leg slip in place, and a strong on-side field, he invited Dilshan to take the risk and hit through the off side. Dilshan took the bait - he didn't have many choices - got one boundary through cover, and was bowled the next ball. &lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;  &lt;p style="text-align: justify;" class="news-body"&gt;In his next over, Harbhajan got Mahela Jayawardene with a doosra, and &lt;st1:country-region st="on"&gt;&lt;st1:place st="on"&gt;India&lt;/st1:place&gt;&lt;/st1:country-region&gt; were on all-out attack. Three more bowlers took wickets in the first over of new spells, though failing to bring &lt;st1:country-region st="on"&gt;&lt;st1:place st="on"&gt;Sri Lanka&lt;/st1:place&gt;&lt;/st1:country-region&gt;'s run-rate down, which was helped by Thilan Thushara's pinch-hitting. But after they lost the fifth wicket, Kumar Sangakkara and Kandamby settled in for longer innings. &lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;  &lt;p style="text-align: justify;" class="news-body"&gt;Sangakkara was unfortunate when his bat slipped out of his hand and landed on the top of the stumps in the 28th over. With four wickets left, and 138 to get, it seemed over but Kandamby and Kapugedera had other ideas. They didn't panic, kept the singles and the odd boundaries coming, and were helped by sloppy fielding - &lt;st1:country-region st="on"&gt;&lt;st1:place st="on"&gt;India&lt;/st1:place&gt;&lt;/st1:country-region&gt; missed at least two run-outs and an easy catch. &lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;  &lt;p style="text-align: justify;" class="news-body"&gt;With 80 required in the last 10 overs, five of which would be bowled under field restrictions, &lt;st1:country-region st="on"&gt;&lt;st1:place st="on"&gt;India&lt;/st1:place&gt;&lt;/st1:country-region&gt; relied on the spinners. Raina and Yuvraj gave nine runs in Nos. 41 and 42 and, in the 43rd, Raina got the ambitious shot out of Kapugedera, ending a 70-run stand in 15 overs. Harbhajan then came on to finish his third five-for in ODIs. &lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;  &lt;p style="text-align: justify;" class="news-body"&gt;The beauty of the chase was that it overshadowed a classy knock by Tendulkar, who rolled back the years, and then some. Albeit on a flat track, Tendulkar and Dravid were prepared to work hard in sapping conditions, their shirts turning to dark blue with sweat even before the shine went off the white ball.&lt;br /&gt;&lt;br /&gt;Nuwan Kulasekera and Thilan Thushara didn't serve up loose half-volleys or long hops; Tendulkar had to work for every forceful shot. The first ball he faced he punched sweetly off his toes, wide of mid-off for three. In the fourth over, he took a similar delivery and wristed it wide of mid-on for three. We were on to something.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;div style="text-align: justify;"&gt;A string of lovely boundaries followed, the best being the punches through a tight cover ring, and the late flicks from off and middle stump to midwicket and cow corner. After Dravid's dismissal, Tendulkar added 110 with Dhoni, who kept the tempo up.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;div style="text-align: justify;"&gt;By then Tendulkar had started taking the odd chance, stepping out, making room, and hitting Jayasuriya and Mendis over extra cover. One such shot off Mendis, in the 29th over, took him into his 90s and serenely, with ones and twos, came the hundred. After the hundred came the cramps, and when Tendulkar opted for a runner we were reminded for the first time it was in fact the year 2009.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;div style="text-align: justify;"&gt;Dravid came back to run, but Tendulkar did most of the calling. The bowlers showed no mercy, Malinga bowling a mix of bouncers and yorkers. Tendulkar's response was to hit Mendis for a six inside-out and reverse-sweep two boundaries in three balls. "History cannot be allowed to repeat itself."&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;div style="text-align: justify;"&gt;Obama delivered his remarks at Federal Hall in the heart of New York's financial district, just steps away from the New York Stock Exchange, to an audience that included members of Congress, the financial community and key members of his administration's economic team.&lt;br /&gt;The president said Wall Street firms need to take responsibility for past excesses and learn from mistakes.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;div style="text-align: justify;"&gt;"Normalcy cannot lead to complacency," Obama said. "Those on Wall Street cannot resume taking risks without regard for consequences, and expect that next time, American taxpayers will be there to break their fall."&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;div style="text-align: justify;"&gt;The president spread the blame for last year's economic meltdown, saying it falls on the shoulders of those on Wall Street, in Washington and across America.&lt;br /&gt;"[W]hat took place one year ago was not merely a failure of regulation or legislation; it was not merely a failure of oversight or foresight," Obama said. "It was a failure of responsibility that allowed Washington to become a place where problems -- including structural problems in our financial system -- were ignored rather than solved. "Though they were not the cause of the crisis, American taxpayers through their government took extraordinary action to stabilize the financial industry."&lt;br /&gt;Tens of thousands gathered in Washington this weekend to protest what they said was the Obama administration's irresponsible expansion of government and big spending. Today Obama said the need for government involvement in the financial system is "waning."&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;div style="text-align: justify;"&gt;"After months in which public dollars were flowing into our financial system, we are finally beginning to see money flowing back to the taxpayers," he said.&lt;br /&gt;Obama called for immediate action on regulatory reform, reiterating his support for new rules to protect American consumers and a Consumer Financial Protection Agency to enforce the rules. With the G-20 economic summit taking place next week in Pittsburgh, Obama said world leaders will address ways "to spur global demand but also to address the underlying problems that caused such a deep and lasting global recession."&lt;br /&gt;&lt;div style="text-align: justify;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;Obama defended his administration's recent decision to levy higher tariffs on imported Chinese tires saying that the move was "not to be provocative or to promote self-defeating protectionism" but necessary to maintain an "open and free trading system."&lt;br /&gt;"This administration is committed to pursuing expanded trade and new trade agreements. It is absolutely essential to our economic future," the president said. "But no trading system will work if we fail to enforce our trade agreements."&lt;br /&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;The president stressed in television interviews on Monday that there will not be a trade war with China over the tire tariffs.&lt;br /&gt;"I think that there are some tensions around this, no doubt about it. But my message is very simple: We have rules on the books," he said in an interview with Bloomberg News. "We've got to establish credibility and enforcement of the rules precisely because I want to further expand trade in the future. Sirajuddoula Helali, husband of Khadiza Begum, told The Daily Star yesterday over phone that his father-in-law purchased the strip of land around 40 years back. But he failed to clarify how his father-in-law bought land on the "ecologically critical" beach. Sirajuddoula said he would have to go through land documents for an explanation. He earlier built a wooden structure there but it was washed away. Now he plans to build a similar structure on the same spot, Sirajuddoula added. Another picture (inset) shows a wooden structure built on the beach to serve as an eatery for tourists.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Morshed Ali Khan -The Daily Star&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Influential people continue to plunder the "ecologically critical" beaches in Cox's Bazar, Teknaf and Kuakata by setting up structures there in the name of promoting tourism.&lt;br /&gt;&lt;br /&gt;Over 90 percent of the 100-kilometre stretch of the beach from Cox's Bazar to Teknaf has been taken over by influential individuals or big entrepreneurs for setting up shrimp hatcheries and other installations, said Cox's Bazar district administration sources.&lt;br /&gt;&lt;br /&gt;The 17-kilometre long beach in Kuakata that experienced rapid erosion has also been subjected to indiscriminate grabbing.&lt;br /&gt;&lt;br /&gt;Real estate developers and influential locals have put up signboards along the beach from Kauarchar in the east to Andhar Manik in the west claiming ownership of hundreds of acres of beach area.&lt;br /&gt;&lt;br /&gt;&lt;div style="text-align: justify;"&gt;Cox's Bazar administration sources said the demand for hotels, restaurants and shops in the beach area rose sharply in the mid-90s. The previous Awami League government first came up with a plan to allocate 100 acres of beach area to facilitate tourism in Cox's Bazar.&lt;br /&gt;But the Department of Environment (DoE) disapproved the plan saying the Environment Protection Act 1995 classifies the area as "ecologically critical" and forbids any human intervention. The DoE recommendation compelled the then government to shelve the plan.&lt;br /&gt;When the BNP-led coalition government assumed power in 2001, it revived the plan quickly and allocated 100 plots among its supporters.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;A frantic effort to set up apartments, hotels, shops, restaurants and motels has been witnessed there since then.&lt;br /&gt;&lt;br /&gt;A hotel owner recently built a concrete wall stretching up to the sea but was forced to demolish it following intervention by local administration and journalists.&lt;br /&gt;&lt;br /&gt;&lt;div style="text-align: justify;"&gt;An official of the Cox's Bazar district administration said the present government has already moved to clamp down on the beneficiaries of plots given away during the tenure of previous BNP government.&lt;br /&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;Each of the 100 plots measuring an acre of land was handed over for Tk 34 lakh. Many of the beneficiaries defied the lease terms and sold their plots at prices up to five times higher than the amount.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;Huge investments have been made for building hotels, cafes, restaurants and apartments since then, said the official wishing anonymity.&lt;br /&gt;&lt;br /&gt;&lt;div style="text-align: justify;"&gt;“There is not much the administration can do now to stop this, other than file cases and wait for years for a verdict. The damage has already been done,” the official said.&lt;br /&gt;In a recent move the DoE in Chittagong has served 22 notices to hotel owners in Cox's Bazar asking them to show cause as to why legal actions would not be taken against them for violating law. As per the law one has to obtain environmental clearance before building any installation in "ecologically critical" areas.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;div style="text-align: justify;"&gt;The DoE has also filed cases against two hoteliers in the area on charge of violating the law.&lt;br /&gt;The land ministry about a month ago in an official notification imposed restriction on earth filling and construction on the Cox's Bazar beach until further notice. Local people alleged that some developers continue construction work there at night defying the order.&lt;br /&gt;Gias Uddin Ahmed, deputy commissioner of Cox's Bazar, told The Daily Star that his office did not receive any circular from the land ministry. He however said a circular issued by the Planning Commission in 2002 forbids setting up of structures within 300 feet of the Marine Drive that stretches up to Teknaf.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;div style="text-align: justify;"&gt;“We have suggested acquiring the entire beach area between Cox's Bazar and Teknaf for the master plan for Cox's Bazar, which is now under preparation,” said the deputy commissioner.&lt;br /&gt;“In the master plan, we are putting emphasise on zoning the whole area and hopefully the master plan will be completed by November this year,” he said.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;But if someone builds structure on private land along the beach, the district administration can do nothing about it, he added.&lt;br /&gt;&lt;br /&gt;Tekaf presents a different spectacle. A gang of local thugs led by hotelier Abbas Uddin has taken over acres of khas land in the beach area by forging documents and bribing local administration. The gang is allegedly backed by ruling party men.&lt;br /&gt;&lt;br /&gt;Over the last one week miscreants have reportedly cleared a ten-kilometre long green belt for installing hatcheries, shrimp enclosures and housing plots.&lt;br /&gt;&lt;br /&gt;Real estate developers have taken up mega plans for building structures on Kuakata sea beach, about 280 kilometres off the capital.&lt;br /&gt;&lt;br /&gt;&lt;div style="text-align: justify;"&gt;A gang of encroachers has also been active in grabbing lands on the beach defying court orders. They have already occupied acres of the beach area, officially earmarked as khas land. Large signboards have also been put up there claiming ownership of demarcated "plots".&lt;br /&gt;The frenzy of grabbing lands on the beach began with a sharp rise in land prices in the area.
